Leaders address public works

The City of San Benito City Commission held a special meeting on September 26, 2023. Several topics of the evening revolved around the San Benito Public Works Department. Anibal Garcia, Public Works Director, presented on behalf of the department.

The commission moved to approve Item 17 on the agenda for the Change Order Request Number 1 submitted by Ambiotec Civil Engineering Group, Inc., on behalf of Westar Construction Inc., for the Resaca Waterline Crossing Project totaling $30,340.00. According to Garcia, the drawings and designs used for the Resaca Waterline Crossing Project needed to be more accurate and now a change order is required to complete the project.

When the construction site was physically observed, it differed from that presented in the drawings. The site has an extra 16-inch waterline crossing over the working zone, the area meant for ‘tying in’ lies 10 to 15 feet further away, and a high-pressure gas line ended up closer than expected. According to Garcia, the drawings came from archives in the Public Works Department and were provided to the contractor.

Commissioner Thomas Goodman said that the contractor should do due diligence and physically identify where the waterlines run, rather than solely relying on drawings. The department currently uses a GIS tracker, which maps and updates daily for accuracy when they provide them to contractors in the future.

Commissioner Goodman made a “reluctant” motion, seconded by Mayor Ricardo “Rick” Guerra and the commission unanimously approved the change order request for $30,340.

The commission approved item 18 on the agenda for Change Order Approval Request Form Number 1 submitted by Hanson Professional Services, Inc., on behalf of Ferguson Service System Inc. for the Stenger Surge tank improvements project.
