DENIED: Trustee’s request for probe rejected, investigation requires board action

The result of a request for an investigation into San Benito CISD Board President Yliana G. Rodriguez’s letter declaring changes to the district’s health insurance agents is that there will be no investigation.

In a letter signed by Rodriguez and dated May 16, the board president announced new changes to San Benito CISD’s insurance policy by switching from the Bob Treviño Insurance Group to the Robert Champion, Jr. and Salazar Insurance Group.

The letter stated that, “effective immediately,” Robert Champion, Jr. and Salazar would be the “sole agents handling all medical, dental and stop loss contracts” for the district as well as handling all ancillary/voluntary contracts.

    I THINK THIS IS WHY NO ONE WANTS TO COOPERATE WITH MR. MEDRANO’S INVESTIGATION:

    The Texas Penal Code and the Texas Ethics Commission address and provide guidance on state statutes that address a public official’s acceptance of a gift or benefit.

    Commission guidelines state that the Penal Code, with certain exceptions, prohibits a public official from accepting a benefit from a person subject to his or her jurisdiction, regardless of whether it was in consideration of or in exchange for any official action.

    Guidelines also say that a public servant can accept food, lodging, transportation or entertainment as a guest, “meaning that the recipient must be in the presence of a donor.”

    I don’t know Mr. Medrano personally, but I applaud him for making the tough questions. This is beginning to look like a cover up by everyone involved. I hope the other school board members take action on this. This is a major red flad if you ask me. By the way, who is Robert Champion Jr?

    It’s getting a little sticky with all these accusations of a possible “LINK” between Yliana and the insurance companies. Not too long ago, in a city not too far away, same thing happened and the FEDS were watching. It lead to the indictment of several board members and the superintendent. If it hasn’t occurred, the “kickbacks”, then it’s a lesson learned. If it has occurred, it will be easy to folllow the money trial, from checks, gift, meals, campaign contribution, and much more.
