The San Benito City Commission may select an engineering firm from four applicants at a special meeting scheduled for Wednesday afternoon.
Applicants include Freese and Nichols, Innovative Civil Engineering, Cruz Hogan, and the city’s current engineering firm Coym, Rehmet & Gutierrez.
The city approved appointing a committee during their last regular meeting on Sept. 20 to review the assorted RFQ’s (request for qualifications) that were submitted by the engineering firms. City Secretary Lupita Passement said the four firms make up all the qualifications submitted.

Actually, the city “Did Not” approve appointing a committee during their last regular meeting on Sept. 20 to review the assorted RFQ’s (request for qualifications) that were submitted by the engineering firms.
The agenda item #17 Consideration and action on appointing a committee to review RFQ’s submitted by Engineering Firms was “tabled” at the request of the Mayor. That is why they scheduled a Special Commission Meeting to review the RFQ;s.
This is where I take issue with this approach of the City Commission getting involved in the vetting or rating of RFQ’s.
In any other City, the vetting or rating of companies bidding to do business with the city are vetted and rated on a point system by a committee of professionals in the field advertised in concert with the internal City staff knowledgeable and experienced in the field or topic being discussed.
The committee and City Manager than presents a recommendation to the City Commission for their final say.
In my book, this is called “Micro-Managing” by the City Commission.
The City Commission should let the City Manager and his two Assistant City Managers do their job!
