COMMENTARY: Texas marks another big year

Janie Lopez, State Rep.

As 2025 came to an end, it was clear it was a year of gifts for us. Our governor recently noted that Texas’ economy continues to thrive, thanks to our business-friendly climate and common-sense regulatory environment.

In 2025, the state slashed red tape and burdensome regulations, allowing free enterprise to flourish and Texans to thrive. I am grateful that we have the strongest workforce in America and that House District 37 continues to boom.

Pro-Business Legislation Passed and Signed into Law

During the last legislative session, Texas Governor Greg Abbott signed bills into law to support Texas’ small businesses. The governor says these new laws accelerate the process of starting a business in Texas and reduce unnecessary government regulations on small businesses. We worked hard to get them passed.

In May, the legislature passed and signed into law other new laws said to boost Texas’ capital market environment and cement Texas as the Best State for Business. Among them was Senate Bill 1058, which I voted for.

This bill creates a franchise tax exemption for stock exchanges operating in Texas for certain tax liabilities.

I also co-sponsored Senate Bill 14, known as Texas DOGE. This law empowers the Texas government to operate more efficiently.

It will slash regulations, impose stricter standards on new regulations that could be costly to businesses, and put a check on the growth of the administrative state.

Energy Sector Growth

Perhaps the most notable growth is in Texas’ energy industry. We are the nation’s leader in energy production, powering America’s economy while leading the nation in investment in the advanced nuclear energy industry.

In June, our governor signed into law key legislation to protect Texas’ oil and gas industry and promote statewide economic growth.

That same month, we passed legislation establishing the Texas Advanced Nuclear Energy Office to lead the transition to a balanced energy future. Also this year, a major energy investment from a major name was made in Texas.

Google CEO Sundar Pichai joined the governor to announce Google’s $40 billion investment in Texas as part of Google’s “Investing in America” initiative.

Google’s “Investing in America” initiative is furthering American innovation through major investments in technical infrastructure, research and development, expanded energy capacity for an AI-driven economy, and workforce development to help the U.S. continue to lead the world in AI.

Texas Continues to Top Lists as Top State for Business

It almost seems that we say it every year! Texas continues to dominate rankings for its pro-business atmosphere. We are seeing this statewide boom here in the Valley!

Last month, we announced that Texas was named America’s Top Business Climate for the third year in a row by Site Selection Magazine.

There are several factors behind Texas’ rating. They include corporate relocations and expansion projects that create jobs, a trusted regulatory landscape, a pro-growth mindset, and an environment where enterprises can flourish, investments in workforce development and infrastructure, and access to technology and tech talent.

In May, Texas won the 2025 Prosperity Cup, awarded by Site Selection Magazine to the top-performing state for attracting new business investments.

This award is given to the most competitive state based on an investment-attraction index that includes rankings for new-business location and expansion projects, capital investment, job creation, business and tax climate, and workforce readiness.

In April, our state was named the Best State for Business for the 21st year in a row by Chief Executive Magazine based on its annual survey of the nation’s leading CEOs.

The Best State for Business ranking is determined by an annual survey conducted by Chief Executive Magazine, in which CEOs assess each state’s business climate, workforce, and quality of life. It is amazing for me to report that Texas has topped the nation every year since Chief Executive began the ranking.

The Bottom Line…

We continue to prove why it is the #1 State for Business! The Valley and House District 37 continue to see economic growth.

We had many economic triumphs in 2025, including a nuclear renaissance and a booming energy sector.

As we prepare for 2026, we are ready to build on this momentum, push boundaries, and seize even greater opportunities.
