In recent months, Dolcefino Media has published a series of exposé videos regarding the City of San Benito. Currently, the media group has focused on City Manager Fred Sandoval. Wayne Dolcefino, head of Dolcefino Media and Dolcefino Consulting, shared findings of Sandoval’s legal troubles with the NEWS.
According to public documents, shared by Dolcefino Media, Sandoval has debt from various legal issues.
Sandoval’s social media LinkedIn profile states he was hired as City Manager for San Benito in October 2023. A lawsuit between Sandoval and Educate South Texas of McAllen LTD accused Sandoval of failing to make payment on a promissory note originally agreed to in March of 2016. The payment was in the amount of $650,000.
Another document shows Sylvan Learning LLC seeking “monetary relief” from Sandoval for $250,000 after failing to make all payments when entering a license agreement. Sandoval’s LinkedIn profile also details that he is the Chief Executive Officer for Renryder Solutions, which according to the document, has a remaining balance of $446,859.18, not including interest.
“What we have tried to do from the very beginning is share with the public what is going on in their city. Mr. Sandoval, from the moment we got there [San Benito], has been defensive, secretive, and now we know why,” said Dolcefino.
The NEWS attempted to contact the City of San Benito and Sandoval for a response but he did not respond as of publication deadline. It is unclear if City leaders knew about these issues before Sandoval’s employment.
On Wednesday, Dolcefino Media released another segment on its ongoing expose on the City, this time detailing with Sandoval’s ongoing legal and debt issues and the connections between promoters and subsidiaries associated with the City through the City Manager.
Dolcefino Media was hired last spring by an unknown entity to initially investigate the City/EDC’s ongoing dealings with VARCO Development Company which was contracted by the EDC to build and manage the Resca Village commercial center off of Business 77.
As per these latest developments, in a matter of hours, Dolcefino Media’s latest installment garnered over 21,000 views, 414 likes, and 113 comments on Facebook alone.
“The City Commission is standing by and defending the City Manager, but I have yet to hear any denials from anybody at City Hall in regards the facts (with receipts/evidence) that Dolcefino Consulting has presented to the SB public. The City Commission can have all the ‘kumbaya’ meetings they want supporting the City Manager, but it doesn’t change the perception or feeling that San Benito residents have in regards to how the City of San Benito is being managed. There will come a point-in-time when SB residents will say ‘Enough is Enough’. The question is when,” commented citizen Joe Rodriguez.
“Come on San Benito, have this dude removed,” remarked Wendy Ray.
“At this point, nothing surprises me anymore. It’s just a shame that he still has a position of power in our city, not to mention the fact that the rest of the city council keeps covering up for him despite the evidence before them. The taxpayers of this city are the ones being taken advantage of paying for all the corruption taking place. I do have one question though, how is it possible that no criminal charges have been brought forth against all those involved in this corruption? God help all the citizens of this city,” commented Rick Bejaran.

Mr. Dolcefino brought up some new issues on our City Manager that I believe the Mayor and Commission need to address to safeguard the people of San Benito and end all this negative attention the city is getting. But what has not been mentioned is what irreparable damage did the city do to X-EDC President Mr. Julian Rios that he is requesting the courts award him personally 100 thousand dollars or less for damages. The media mentioned he filed the lawsuit to protect the citizens and voters of San Benito. To me that is Sneaky.
