City backs Hog Waddle

The San Benito City Commission held a regular meeting on Feb. 4, beginning with the proclamation of the character “Chicharron” as the designated mascot for the Hog Waddle music festival event.

Roy Garcia, owner of Carpe Nox, presented details on the current ticket sales for the event. He reported $41,500 has been raised through sponsors alone, and ticket sales added to $54,000 for the dates the public is being charged to attend the festival. This total, as of Feb. 4, is before vendor and drink sales. Garcia shared that he planned on doing free ticket giveaways and had a marketing package with local advertising companies.

A public hearing was held on a request to rezone a property at the San Benito Land and Water Company Subdivision. In the consent agenda, the Commission elected to review and revise the minutes for the Jan. 21 meeting due to a discrepancy in the verbatim transcript. The board approved final readings for a voluntary annexation of land at the San Benito Land and Water Company Subdivision, and a rezone of properties at the Cunningham Subdivision and San Benito Water Company Subdivision.

The Commission granted San Benito Mayor Ricardo “Rick” Guerra or his designee authority to approve the application and acceptance of the Border Zone Fire Department Grant for the 2025 fiscal year. The Commission approved payment number three to Cornett Construction Company for Lift station number six.
Diana Garza, San Benito Assistant City Manager, presented the proposal with Alexander Business Development to develop a comprehensive Parks, Recreation, and Open Space Master plan for the San Benito Parks and Development Department. Garza explained that Alexander Business Development would help the City earn grants and develop the master plans. The Commission approved the proposal.

The Commission approved annual membership fees for the Lower Rio Grande Valley Taskforce for Storm Water and the San Benito Fairgrounds Demolition Project.

The first reading for amendments for Ordinance numbers 2103, 2103-1, 2103-2, and all other ordinances on the Subdivision Regulations “Standards and Specifications” were approved. The Commission held another first hearing for another property rezone request for the San Benito Land and Water Company Subdivision.

The Commission reviewed the “feasibility and funding” opportunities for a Trap-Neuter-Vaccinate-Return [TNVR] Community Cat program and Neuter Services. Pete A. Galvan, San Benito Mayor Pro Tem, said he would “gather information” for the Commission regarding the services. The Commission assigned City staff to revise the animal control ordinance for the City. It will be read at the next Commission meeting.

The Commission discussed the City’s Personnel Exit Interview Procedure. It was decided that the matter would be further discussed at the next meeting. The City Attorney agreement was tabled.

The Commission went into an executive session to discuss the contract provision for a refund payment agreement between the City of San Benito and Emergency Vehicle and Fleet services for the brush truck build, it was decided to follow as discussed in the executive session.

The Commission also discussed the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of the City Manager. The Commission made no action on personnel matters discussed in the executive session.
