Robbery, abuse cases investigated

Cameron County Sheriff’s Office (CCSO) Investigators continue to probe a number of unrelated, yet serious incidents which resulted in separate recent arrests.

STEPCHILD ASSAULTED
Cameron County Sheriff’s Deputies arrested a man accused of assaulting his stepchild.
On Monday, April 8, 2024, at about 7:45 p.m., Cameron County Sheriff’s Deputies responded to Valley

Baptist Medical Center in Brownsville regarding a report of a child with injuries.
Sheriff’s deputies, along with Child Protective Services Caseworkers, learned that a four-year-old child was admitted to the hospital with injuries to his face not consistent with an accidental fall. Upon further investigation, sheriff’s deputies learned that the child made an outcry that his stepfather, identified as 27-year-old Joseph Wallace Carrasco, allegedly slapped and punched him.

According to a CCSO report, deputies conducted a follow-up investigation at Carrasco’s residence in Los Fresnos. There, deputies located Carrasco and detained him after learning he allegedly had multiple felony arrest warrants. Based on the investigation, sheriff’s deputies established Carrasco allegedly caused the injuries to the four-year-old child.

Sheriff’s deputies arrested Carrasco and transported him to the Cameron County Carrizales Rucker Detention Center in Olmito pending arraignment. Carrasco was charged with Injury to a Child; TPC: 22.04, a Third Degree Felony.

ALLEGED STRANGULATION
On Sunday, April 14, 2024, at about 2:30 p.m., Cameron County Sheriff’s Deputies responded to a residence on the 32000 block of Ebony Rd., just outside the Los Fresnos City Limits, regarding an unknown disturbance.

Upon arrival, sheriff’s deputies learned a concerned neighbor called to report that she heard a woman yelling for help. Upon arrival, sheriff’s deputies made contact with a 53-year-old female subject who showed visible signs of assault.

According to the CCSO, the subject reported that she ended a four-year relationship with her boyfriend, identified as 42-year-old Rolando Juarez. According to a CCSO report, the subject alleged that Juarez became upset due to the break-up and struck her in the face as they drove to his residence.

The subject reported that once at the residence, Juarez grabbed her with his arm around her throat/neck area, allegedly impeding her ability to breath.

The subject told deputies that Juarez attempted to grab her cellular phone which was on her back pant pocket, and in doing so, pushed her to the ground.

The subject reported that Juarez allegedly pushed her head against the ground, causing the injuries to her forehead. The subject wished to file criminal charges.

Sheriff’s deputies subsequently arrested Juarez, and transported him to the Cameron County Carrizales Rucker Detention Center in Olmito pending arraignment. Juarez is charged with Assault to Impede Breath/Circulation, TPC: 22.01, a Third Degree Felony.

ALLEGED AGGRAVATED ROBBERY
On Monday, April 8, 2024, at around 10:30 a.m., Cameron County Sheriff’s Deputies responded to a residence in Los Fresnos regarding an alleged prior assault. Upon arrival, sheriff’s deputies made contact with a 78-year-old male subject who reported that he was allegedly assaulted on Friday, April 5, 2024, at his residence.

The subject reported that he was assaulted by 40-year-old Luis Alonzo Torres Mancilla after the reporting subject said he refused to sell his livestock to Torres Mancilla.

The subject reported he was struck in the head multiple times and believes he lost consciousness.
The subject told deputies that he later learned he was missing money after the assault. Sheriff’s deputies observed the subject had injuries around his facial area which were consistent with an assault.

According to the CCSO, deputies conducted a follow-up investigation where they made contact with Torres Mancilla. According to a CCSO report, Torres Mancilla allegedly confessed to assaulting the subject.

Sheriff’s deputies arrested Torres Mancilla and transported him to the Cameron County Carrizales Rucker Detention Center in Olmito pending arraignment. Torres Mancilla is charged with Aggravated Robbery; TPC: 29.03, a First Degree Felony.
