It’s been six years since Hurricane Dolly, but parts of San Benito still haven’t fully recovered.
The Kenneth Lake housing development, for instance, was ultimately lost after the storm caused extensive flooding to the 54-unit development.
Enter the San Benito Public Housing Authority’s new the Stone Village project.
Thursday, the Housing Authority, along with entities involved with making Stone Village a reality, held a groundbreaking ceremony for the new housing development, which will be located in the vicinity of McCullough and Line 17 Road in San Benito.
Megamorphosis designed the housing development, and SLS is contracted for the construction.
The project consists of 22 single-story buildings that make up 50 apartments and a community center/office building.
Site improvements such as streets, parking, sidewalks, storm drains, sewers and sanitary water are also proposed for the 7.752 tract of land.
Arnold Padilla, outgoing executive director of the San Benito Public Housing Authority (SBPHA), spoke in front of attendees and recalled the story of when Hurricane Dolly ravaged San Benito in 2008.
The storm took a major toll on a development that was 20 years old at the time.
Padilla told a story of when he and others stayed behind helping people by safely transporting them on a rowboat through the flooded grounds those families once called home. They did this all night, he explained. Finally, when everyone thought it was time to leave, he and the group chose to double-back to ensure that no one, especially small children frightened by the storm, had stayed behind. The group checked every closet and pantry to make sure that nobody was lost.
According to Padilla, $3.7 million in funds for the project came from the federal government to the state of Texas. From there, it was issued to the General Land Office and the Lower Rio Grande Valley Development Council (LRGVDC) received an award and established a Notice of Funding Availability (NOFA). That’s when the housing authority applied for the funds.
Padilla also mentioned another allocation of funding in the amount of $380,000.
“In total, we’re at about $4 million that are going to be awarded to this project,” Padilla added.
The property, which is on Victoria Street, had already been intended for development by the housing authority.
Ken Jones, executive director & CAO for the LRGVDC, said that Stone Village “ranked as one of the highest and one of the first (grants) that was approved.”
The LRGVDC is the entity that received the initial federal funds and established the NOFA that the Housing Authority applied for.
The application process, according to Padilla, is a long one. “It’s very intensive,” he said. “We submitted an application that was an inch-and-a-half, almost two-inches thick.”
The application includes information as to why the housing authority is eligible for the funds. It was the top-ranked of all the applications submitted.
“The construction period is about 300 days,” said Padilla. However, he noted that this doesn’t necessarily mean it will be 300 days before the first family can move in.
Considering the time spent obtaining permits, it’s roughly a yearlong project not including the two-year period that began with the application process.
“By the time you’re done, it’s a three-year project,” said Padilla.
Padilla recently announced that he will be departing from his position as executive director of the Housing Authority.
“This particular project was one that was deep in my heart as far a wanting to make sure that it was completed — at least getting it to the point of construction,” Padilla said.

He was on the committee that selected the contractor? If so, does Arnold know anything about construction? We know his good at following orders and a little about radiators. This is a prime example when you have bad leadership, let’s hope madam mayor learned from Joe’s mistakes. Arnold is a joke all the way around, and one day he will realize people are only using him for their gain. All we can do is wait and see when the bomb explodes and exposes all the crooks. Can’t wait!!!

Why were valley contractors disqualified? The contractor that was chosen was not the low bidder. As a matter of fact he was almost the highest bidder by over $300,000.00. wonder why? Is this another bid rigging violation? Let’s wait and see, now that Arnold has flown the coop, it will still come back to him, he was one of the evaluators.
Sorry for confusing you, but it appears the City has several lawsuits from previous administrations; none yet for the housing.
For clarification, it looks like the triplicate nominations are being made by the commissioners, not the Mayor.
I believe the housing authority nominees will be just fine.
There are good people on the housing board, so I believe they will be fine and do have a plan. Just that you said they have no plan for the Stonewall, I found that hard to believe.
Really? The housing authority is being sued? Didn’t hear or read anything about that. Unless you mean the lawsuits against the city, which shouldn’t concern the board at the housing authority. If the new housing appointees are sitting on several boards and stretched too thin, maybe they should pare down to a board they can serve with undivided attention. There are plenty of citizens in this community who can serve boards, there’s no reason to use the same people on multiple boards like the last mayor. Would hate to think that the new appointees drove away the one man who might have had a plan for the Stonewall.

It’s still there. STILL with NO plans for renovations, NO plans to do anything it appears. See what happens when incompetent people are allowed to run things for years.
How can that be, no plans for the Stonewall? The mayor appointed four new members to the SBPHA board 5 months ago. How can it be these fine people haven’t come up with a plan in 5 months? What do we have, the same incompetence with new names and faces? Five months is certainly enough time to have a clue.
Unfortunately the Mayor and her new appointees to several boards have had a lot issues to address. I’m sure the Stonewall is on the list somewhere. It gets difficult when there are so many lawsuits from the previous administration to defend.
All Mr. Padilla has been able to do is show how someone without an education can talk and talk.
My family is not impress at all. Let us all see if he can still call 5:00 p.m. board meetings…. that drive from the upper valley is a pain… I drive to work in a good solid district every day that by the ways pays better than sbcisd.
Those “political machine” friends that elected him should be ashamed of themselves. With all the educated people in San Benito, you all told them to stay home and not run. You will not fool us in 2015.

We have to applaud Arnold Padilla for being nothing but a great puppet to all his puppet masters! So, congratulations Arnold, you made all your puppet masters happy with this move, and there will also be some pockets lined as well. It’s just a matter of time before the Housing Board will realized that Arnold was nothing but a fraud and things will surface like bid rigging, misuse of funds,etc. all you guys need to do is investigate past dealings. There’s a track record at the Housing Authority of Directors mishandling money’s, so that should give you an incentive to review the record and expose him..
Good riddance to Arnoldo! The SBPHA will be better off. His constant blabber is very annoying and just shows off how uneducated and clueless the man really is.
