Board to decide on dropping health clinic admin with tax troubles

The San Benito CISD Board of Trustees may soon decide to provide the school district’s embattled on-site health clinic provider with a 60-day termination notice for the second time in less than a year.

Board members are expected to consider giving Richard Garza, the owner of ISD Managed Care Services Inc., the Port Isabel-based company that currently serves as the administrator of the school district’s on-site health clinic; with a 60-day written termination notice at a special school board meeting scheduled for 7 p.m. Wednesday, April 30. Such action comes after the Internal Revenue Service recently placed a $315,603.43 lien on district funds owed to Garza.

According to SBCISD attorney Tony Torres, all funds the district owes to Garza are to be turned over in the aforementioned amount. Also, a search on the Texas Comptroller website found that the “Right to Transact Business in Texas” for ISD Managed Care Services Inc., with its address listed as 5505 S. Expressway 77, Suite 205 in Harlingen, was forfeited.

These matters prompted board members Oscar Medrano and Hector Leal to place Garza’s company on the special meeting agenda. This is not the first time, however, that the board took action to part ways with Garza due to tax delinquency concerns. Last summer, after the IRS sent levy notices to the district in excess of $60,000 that Garza reportedly owed, the board voted to give ISD Managed Care Services a 60-day termination notice only to bring the company back as the district’s on-site health clinic provider – this at an August 2013 board meeting.

Garza’s company is contracted with the district for $68,392 per month including additional medical-related expenses.

Medrano, Leal and fellow trustee Anna Cruz have long expressed concern with Garza’s IRS tax troubles. Recently, Board Vice President Julian Huerta and Secretary June Aguilera said the matter would be addressed.

Interim Superintendent of Schools Dr. Ismael Cantu and Board President Yliana González have, as of presstime, yet to return phone calls from the San Benito News requesting comment on these matters and more.

    Duh. I wonder how much this little folly cost SBCISD taxpayers? Duh.
